Dear Mr. Hill:

   Your recent letter to Mr. James Branch Cabell, of this
city, has been turned over to me, and I can assure you that
I well merited your rebuke therein contained, ‘though I can
proffer as a defense the utter confusion in which I found
the materials of the office.

   However, I am now proffering my apologies for my
delinquency; and am enclosing herewith the two application blanks referred to, with the hope that you will be able to
utilize them at this late date; and believe me,
