Hill, Harriman, Tenn., Dear Mr. Hill: At a meeting of the Council yesterday afternoon,- the first meeting since the receipt of your letter of Oct. 20, on the 23rd, instant,- attention was called to the fact that neither one of the papers carried the two endorsing signatures, which are necessary before the papers can be considered, as you will see by reference to the paragraph which I have marked upon each of the papers. Otherwise, the papers are satisfactory, as you will see from the approval of Mr. James Branch Cabell, our genealogist; but I am returning them to you,- as per instructions of the Council,- with the suggestion that you secure the endorsement of the two members required,- two members of the Society, in the State of Virginia being preferable. Your check for forty dollars ($40.00), I am holding subject to your instructions, pending your further action; but I trust that we shall shortly hear from you again returning the papers with these additional signatures,- and I shall, of course, forward to you the requested preliminary application, as soon as final favorable action shall have been taken upon your papers.
