Hill, Harriman, Tenn., My dear Mr. Hill: At a meeting of the Council yesterday afternoon, I was instructed to return the enclosed papers to you with the accompanying check for forty dollars,-regretting that we could not passed them upon so long as they lacked the constitutional pre-requisite noted, requesting that you will acknowledge the receipt of same, and rest assured that at any time that you may be able to cure the defect noted, we shall be very glad to have an opportunity to act upon the papers.
