My dear Mr. Hill:

     I was sorry to have your letter of the 1st, instant,
telling of the understanding,- or rather misunderstanding,-
in regard to securing the requisite number of endorsements;
but I shall submit the same to the next meeting of the
Council and ask that meeting to act one way or the other
upon it,- after which action, I shall return your check
or not, accordingly, ‘though it should be stated that the Council does not have regular set meeting dates, but upon
the call of the Governor.

     In the meanwhile, I trust that things may adjust
themselves, and, in the meanwhile, believe me,
