Hill Harriman, Tenn., My dear Mr. Hill: I was sorry to have your letter of the 1st, instant, telling of the understanding,- or rather misunderstanding,- in regard to securing the requisite number of endorsements; but I shall submit the same to the next meeting of the Council and ask that meeting to act one way or the other upon it,- after which action, I shall return your check or not, accordingly, ‘though it should be stated that the Council does not have regular set meeting dates, but upon the call of the Governor.
